If your website content gets taken off your website and someone else takes the credit for it the best step is contact them directly. Be nice but be firm.

Reference the website www.copyscape.com and show them what they copied from you as the author.

If they don't comply and you want to take action, there are several technology legal attorney's as a last ditch effort.

I would recommend being nice and civil and just stating the obvious will usually solve this issue.
